It is understandable why American soldiers would shoot at surrendered soldiers on the sea including their comrades.(Seen in 2:14 I suppose?) When facing an enemy renowned for suicidal attacks, capturing/rescuing soldiers floating on the sea was a very dangerous act. Soldiers on-board were unable to judge if a floating soldier was friend or foe as he was too far from the ship / vessels. The best measure to minimize casualty was to shoot at anyone floating on the sea to prevent being hit by kamikaze attack.
This practice was usually performed by soldiers with high pressure under Japanese Kamikaze attacks in the Pacific Theatre or on killing spree.

Japanese soldiers got shot because the American soldiers will never want to risk themselves and get a sucidal attack. Like what the one in front of me said, the way that you capture is bring him up on the ship, but you never know is he having any weapon on his body until the last second! So I guess it is not just the American soldiers kill the people that is surrendered (of course that they might kill them for fun= =) but they just simplily doesn't want to get hurt.

easier to understand >.>

They would rescue soldiers after battle to prevent casualty during rescue. During the heat of battle, soldiers would be unable to distinguish soldiers far away within a long distance. To protect themselves, shoot first, ask later. It was not mercy killing in the video if Americans were shot in the video. It was more likely to be friendly fire.
